[Column]What is the system design of GoTo Travel? Regarding GoTo fraud reports by HIS subsidiary | Tourism Industry Latest Information Travel Vision

Regarding GoTo Travel, new information such as the timing of resumption and the discount period, etc. are being sent out and reported every day, and what kind of system is likely to be at this stage after all, JATA / ANTA by the Japan Tourism Agency held on December 10th I have summarized what I learned from the online briefing session on “New GoTo Travel” for members. (Some predictions and interpretations of the author are included, so please check the latest information each time.)

Reopening time
Late January to early February
The Minister of Land, Infrastructure, Transport and Tourism has said that he will make a decision after looking at the impact of the year-end and New Year holidays when the flow of people increases and the status of infection with the Omicron strain, so the earliest is probably February.

Excluded period after reopening
Spring break (late March to early April), Golden Week (late April to early May)
Is the prospect of completion before the summer vacation?

Maximum discount amount

*The definition of weekdays/holidays has not yet been announced.

Implementation of “New Travel Etiquette”
Temperature measurement and identity verification at accommodation facilities
and so on

What if we apply it to an example?

① Naha 3 nights 4 days from Tokyo (with transportation)
Tour price 40,000 yen
a.Upper limit of 30% discount rate = 12,000 yen
b. Discount limit = 30,000 yen (up to 10,000 yen per night)
In this case, a 12,000 yen discount is applied
Tour price paid by consumers is 40,000 yen – 12,000 yen = 28,000 yen
The common coupon received by the consumer is 3,000 yen x 3 nights (all day on weekdays) = 9,000 yen
Final expenditure of 19,000 yen (52.5% discount) considering consumer coupons

②From Tokyo Naha 3 nights 4 days (with transportation)
Tour price 100,000 yen
a.Upper limit of 30% discount rate = 30,000 yen
b. Discount limit = 30,000 yen (up to 10,000 yen per night)
In this case, a and b are the same amount, so a 30,000 yen discount is applied.
Tour price paid by consumers is 100,000 yen – 30,000 = 70,000 yen
The common coupon received by the consumer is 3,000 yen x 3 nights (all day on weekdays) = 9,000 yen
Final expenditure of 61,000 yen (39% discount) considering consumer coupons

③ Atami 2 nights (accommodation only)
Travel agency sales price 20,000 yen (10,000 yen per night)
a. Discount rate 30% upper limit = 6,000 yen
b. Discount limit = 14,000 yen (up to 7,000 yen per night)
In this case, a 6,000 yen discount is applied
The accommodation fee paid by the consumer is 20,000 yen – 6,000 yen = 14,000 yen
The common coupon received by consumers is 3,000 yen x 2 nights (all day on weekdays) = 6,000 yen
Final expenditure of 8,000 yen (60% discount) considering consumer coupons

④ Atami 2 nights (accommodation only)
Travel agency sales price 100,000 yen (50,000 yen per night)
a. Discount rate 30% upper limit = 30,000 yen
b. Discount limit = 14,000 yen (up to 7,000 yen per night)
In this case, 14,000 yen discount for b is applied
The accommodation fee paid by the consumer is 100,000 yen – 14,000 yen = 86,000 yen
The common coupon received by consumers is 3,000 yen x 2 nights (all day on weekdays) = 6,000 yen
Final expenditure of 80,000 yen (20% discount) considering consumer coupons

From this result, the common coupon has changed from “15% of the travel price” to a fixed amount (3,000 yen on weekdays, 1,000 yen on holidays), etc., so the final discount rate that takes into account the coupon As you can see, the lower the price, the higher the discount rate.

In that respect, you have responded to the fact that you benefited only from the previous high-priced products and luxury accommodation facilities. However, we can’t help but worry that discounts exceeding 50%, such as ① and ②, will remain as a sequela of “travel cost numbness” for travelers after the campaign ends.

That said, as a travel industry, we are grateful for this tax policy, and we would like to thoroughly research the system and use it to benefit our customers, tourist destinations, and the travel industry. .

Regarding the GoTo fraud report by HIS subsidiary

At the time of writing this manuscript, it was reported that two subsidiaries of HIS (Miki Tourist, Japan Holiday Travel) may have applied for GoTo for non-substantial accommodation and received it illegally. was made. HIS also acknowledged the possibility of inappropriate transactions and announced the establishment of an investigation committee.

Many comments from general readers have already been posted on each report, and of course, all of them are severely “the tip of the iceberg”, “stop GoTo”, and “the travel industry is over” combined with the problem of World Airline’s employment adjustment. , most of which are aimed at industries and industries as a whole. Comments from within the industry regarding Travel Vision include comments such as “Aren’t there any morals?” and “Frustrating.”

In last week’s column, I touched on the final report of the Special Investigation Committee of World Airlines. To be honest, I’m tired of writing about tourism scandals, and I sincerely hope this is the last time.

However, at this time, I also think that we should get rid of the pus, change the way industry groups and business laws should be changed, clean up bad customs and practices, and start as a “new tourism industry” after COVID-19. If Corona has a positive impact on the tourism industry, it will only be an opportunity.
