What is the new “Sustainable International Competitiveness Improvement Plan”?

In December 2021, the Japan Sports Agency will verify the achievements and issues of the measures to improve competitiveness so far, taking into account the results of the Tokyo 2020 Olympic and Paralympic Games, etc., and will launch a new “Sustainable International Competitiveness Improvement Plan”. It was formulated.

The basic plan of this plan is not to make the good results at the Tokyo Games transient, and to sustainably maintain and improve international competitiveness in Japan, where the birthrate is declining. All athletes have the potential to focus on “building a mechanism to find, train and strengthen a large number of athletes with excellent abilities” and “establish a high-quality training environment utilizing digital technology and sports doctors / scientific knowledge”. We are aiming to realize an environment where we can demonstrate our skills.

Based on this basic idea, we show the direction of the following three measures to be taken.

(1) Systematization / programming of efforts to discover, train, and strengthen athletes
(2) Realization of an environment where people can receive support from sports medicine, science, information, etc. nationwide regardless of their area of residence.
(3) Strengthening cooperation between national and local competitiveness improvement measures, such as building a system to support the improvement of competitiveness in the region

(1) Support for strategic player strengthening

In order to improve international competitiveness, it is indispensable for the Central Sports Federation (hereinafter referred to as NF) to formulate a medium- to long-term strengthening strategy plan and comprehensively and systematically work on player strengthening activities. We will continue to provide multifaceted support for the implementation of the NF strengthening strategic plan so far. In addition, we will select “priority support competitions” that have a high possibility of winning medals, and will continue to support professional and advanced athletes.

(2) Enhancing the training and placement of coaches, etc.

The enhancement of instructors, etc. by expanding the national competitiveness improvement business has contributed to the good results of the Japanese national team at the Tokyo Games, and the human resources necessary for NF player strengthening activities in the future. It is important to secure and arrange. We will clarify the roles of directors, coaches, staff, etc., who are indispensable for improving competitiveness, including the person in charge of strengthening the entire NF, and support the allocation of excellent human resources, including invitations from overseas.

(3) Strengthening the organizational foundation of the competition group

The NF, which plays many roles in discovering, training, and strengthening athletes and promoting competition, is the basis for improving international competitiveness and promoting sports, and it is important to be able to play its role independently. is. NF will endeavor to secure its own income and support efforts to strengthen the organizational foundation in order to promote reforms for sustainable growth and expansion through independent organizational management.

Fostering athletes integrated with the community based on the pathway

(1) Building an athlete training pathway based on the strengthening strategy plan

In order to improve sustainable international competitiveness, it is necessary to develop strategic athletes from a medium- to long-term perspective. It is also important to discover and train athletes who will lead the next generation, and to look ahead to careers as active athletes. Based on the framework “Japanese version FTEM” that visualizes the training process from touching sports to becoming a top athlete, each competition group can build a model for each competition about the path of athlete training (pathway). I will support you. Through this, we would like to build a system for strategically discovering, training, and strengthening athletes while having the same awareness of athletes, coaches, athletic organizations, local public organizations, and other related organizations.

(2) Establishing a system to support the improvement of competitiveness in the region

We will work together with the local community to discover, train and strengthen athletes all over Japan. The excavation and training is largely due to the efforts of each region, and it is not affected by the area of residence or the competition environment, and it receives support from sports doctors, science, information, etc. in each region not only for top athletes but also at the training stage. We will create a system for training athletes in collaboration with sports organizations, local public organizations, prefectural sports and sports associations for the disabled, companies, local sports medical and science centers, universities, etc.

The enhancement of the functions of the High Performance Sports Center (hereinafter referred to as HPSC) and the enhancement of support by sports medicine, science, information, etc. also played an important role in the success of the Japanese national team at the Tokyo Games. In order for Japan to survive the fierce international competition as the sophistication and specialization of athlete support, including data collection and analysis, accelerates in other countries, it is essential to enhance player strengthening activities based on scientific evidence. is. For this reason, we will actively utilize digital technologies to enhance research and support for sports medicine, science, information, etc. at HPSC. At the Tokyo Games, the number of female athletes winning medals has increased, and they have shown remarkable success. In order to sustain this activity and realize further breakthroughs, it is important to create an environment for female athletes to continue to compete in good health. We will continue to support the return to competition such as prenatal and postnatal training and the training of female coaches, and support the training and strengthening of female athletes based on scientific grounds, including the junior stage, regarding the response to health issues. ..
In addition, during the Tokyo Games, attention was focused on the mental health of athletes, as the accusation on SNS was widely reported. Athletes’ well-being and well-being, as well as mental health in competing under various pressures, are attracting worldwide attention. Based on this recognition, we will also work to expand psychological support for athletes.

Improving the international competitiveness of para competitions and promoting cooperation between Ori and Para

We aim to create an environment where para-athletes can continue to play an active role on the international stage even after the Tokyo Games, and to realize a society where everyone can enjoy sports regardless of their disabilities. It is also important to broaden the base of athletes with the aim of playing an active role in para-athletes of a wide range of ages and severe disabilities. While premised on strengthening the integration of Ori and Para, we will support research and human resource development and placement related to “classification”, which is indispensable for the fair implementation of Para competitions, in order to further improve the international competitiveness of Para competitions. In addition, we will promote research on para-sports equipment such as wheelchairs and prosthetic limbs, and research on para-sports training methods. We will support the cooperation of Ori-Para competition groups more than ever in the activities to strengthen Ori-Para athletes and the spread of competitions.
