Do you know the basic sports plan? The Basic Sports Plan is revised every five years and is an important guideline for future sports measures set by the Minister of Education, Culture, Sports, Science and Technology. This time, the Japan Sports Agency has formulated the Sports Basic Plan (3rd term) that will be operated until 2026 (Reiwa 8), and started in April 2022 (Reiwa 4).

In order to increase the value of sports in the current social situation, such as lifestyles changed due to the spread of the new coronavirus and the legacy gained through the holding of the 2020 Tokyo Olympic and Paralympic Games, “Inheritance and development of the legacy of the Tokyo Games” The content of the measures is based on the two pillars of “priority measures that contribute to the Olympic Games” and “three new perspectives.” At Deportale, the third basic sports plan is explained in two parts.

In the summer of 2021, the Tokyo Olympic and Paralympic Games (hereinafter referred to as the Tokyo Games) were held and attracted a great deal of attention not only from Japan but also from all over the world. The Tokyo 2020 Games were postponed for one year due to the influence of the new coronavirus, and most of the competitions were held without spectators, which was an unprecedented form. In the 3rd Basic Sports Plan, in order to inherit and develop the tangible and intangible “sports legacy” obtained through the event, in addition to the existing methods, we will introduce new ideas, perspectives and methods, and various relationships. We have set out measures to focus on in collaboration with other people.

The direction of the measures is roughly divided into six.

  • Improving sustainable international competitiveness
  • Inheritance of management know-how for large-scale competitions
  • Realization of a symbiotic society and promotion of sports participation by various actors
  • Regional revitalization / town development
  • International exchange and cooperation through sports
  • Ensuring the physical and mental safety and security of those involved in sports

I will explain each measure.

Improving sustainable international competitiveness

Until now, the Japan Sports Agency has set up a “future support policy for strengthening competitiveness (Suzuki Plan)” and has created an environment where athletes can maximize their performance. In December 2021 last year, we examined the achievements and issues of the measures to improve competitiveness so far, and formulated a new “Sustainable International Competitiveness Improvement Plan”. In Japan, where the birthrate is declining, we aim to sustainably maintain and improve international competitiveness and create an environment where all athletes can demonstrate their potential.

“Improving sustainable international competitiveness” is one of the major themes in the “3rd Basic Plan for Sports”. The appearance of athletes working hard and moving in the game leads to the pride, joy, and emotion of the people, and raises their interest in sports, which brings vitality to the country. It must have been demonstrated at the Tokyo Games. A medium- to long-term strengthening strategic plan formulated by the Central Sports Federation (NF), taking over the results of previous efforts to improve international competitiveness as a legacy, without making good results in the competition transient. In addition to continuously supporting the effective implementation of athletes, we will work to build an athlete training pathway, enhance multifaceted and advanced support through sports medicine / science, information, etc., and build a system for improving the competitiveness of the region.

Inheritance of management know-how that can hold large-scale competitions safely and securely

Even in the extremely difficult situation under the influence of the new coronavirus, the Tokyo Games, a large-scale international competition, was held and operated safely and securely. We will organize and accumulate this management know-how and pass it on to the management of large-scale international competitions scheduled to be held in the future.

We will make effective use of the human resources and networks related to anti-doping activities that we have trained and built for the Tokyo Games, and will work to secure and train human resources who can “support” sports activities, such as volunteers and professional staff. In addition, we will work to improve hospitality in sports and consider policies that contribute to economic revitalization and regional revitalization.

Realization of a symbiotic society and promotion of sports participation by various actors

The Tokyo 2020 Games was a place where diverse people, regardless of nationality, gender, age, disability, etc., gathered in the same place, demonstrated their abilities, competed, and recognized each other. Through “doing,” “seeing,” and “supporting,” such a figure impressed people all over the world who were involved in the Tokyo 2020 Games, deepened mutual understanding, and made us realize the value of a symbiotic society.

We will work to create opportunities for everyone to participate in sports, taking the opportunity of increasing understanding and interest in a symbiotic society through the Games and improving the momentum of sports. In particular, for children whose sports opportunities have decreased due to the effects of the spread of the new coronavirus infection, we will continue our efforts to secure sports opportunities and improve physical fitness.

Regional revitalization / town development

Due to the influence of the new coronavirus, we could not fully exchange as a host town, such as restricting visitors from overseas and holding non-audience, but the growing interest in sports such as local residents due to the competition was “Sports Legacy”. We will utilize it in our efforts for regional revitalization and community development, and continue and establish it in the future.

The development and operation of national sports facilities, including the national stadium, will utilize the vitality of the private sector to promote initiatives that are integrated with community development in the surrounding area. In addition, regarding the utilization of stadiums and arenas, we will provide the knowledge and information to local public organizations and promote community development starting from local sports facilities.

International exchange and cooperation through sports

Japan aims to expand the value of sports and the Olympic and Paralympic movements to people of all ages in the world, including developing countries, for the better future of the world from 2014 toward the Tokyo Games. By the end of September 2021, the SFT (Sports for Tomorrow) project, which was led by the initiative, was able to deliver the value of sports to approximately 13 million people in 204 countries and regions. Utilizing the public-private network cultivated in the SFT business, we aim to further develop international cooperation and contribute to the sports SDGs.

Ensuring the physical and mental safety and security of those involved in sports

We will work to deal with situations that threaten the physical and mental safety and security of athletes, etc., which was also an issue at the Tokyo Games. We will ensure the safety and security of those who carry out all sports activities, such as thorough measures against heat stroke, practice during the summer, and review of health related to the competition.

In addition, based on cases such as accusation of athletes and problems of sexual harassment, we will work to improve mental health, such as enhancing psychological support, and consult with us to eradicate violence and abuse within the organization. We will promote the dissemination and utilization of the counter and promote the creation of an environment where you can compete with peace of mind.

Under the influence of the new coronavirus, various sports activities have been forced to be canceled or postponed, and the opportunities to become familiar with sports have decreased. The Tokyo Games have given courage and hope to many people. In this article, we have mainly introduced the guidelines for inheriting and developing the sports legacy at the Tokyo Games in the 3rd Basic Sports Plan.
